Rising defence budgets alone do not guarantee that capability can be delivered at the pace required to meet operational demands. Increasingly, the challenge lies in how programs are structured, integrated, and evolved over time. Modern defence capability extends beyond platforms to include software, data, training, simulation, sustainment and industrial participation - elements that must work together cohesively to deliver enduring readiness.

This panel will explore how the industry can better collaborate to tackle the rapid technological change by leveraging each other's strengths. Drawing on examples from Canada, NATO, the U.S., and Europe, panellists will discuss how government and industry can harmonize accountability, sovereignty and responsibility while accelerating capability delivery.

The discussion will focus on examining practical models already improving readiness through open architectures, integrated training and sustainment, and strong industry partnerships. Ultimately, the panel will ask: how can defence programs be designed to efficiently and effectively deliver not just platforms, but adaptable, mission-ready capability that evolves with operational needs?
