Europe does not lack dual-use innovation. It lacks a reliable path to procure it. Critical capabilities in space and defence depend on a hidden hardware layer—AESA architectures, beamforming ICs, compound semiconductors, advanced packaging and trusted foundry access. Yet urgent requirements are still met mainly by purchasing mature, externally controlled technology rather than funding disruptive European solutions through fabrication, qualification and deployment.

Returning to Farnborough after winning last year’s startup competition, Paolo Fioravanti will examine this gap through the experience of Circuits Integrated and its KYTHRION heterogeneous-integration platform for scalable active-array systems. The keynote will also expose a policy contradiction: UK semiconductor companies are expected to create sovereign technology, while essential silicon fabrication often takes place in Europe and can be difficult to fund under nationally focused programmes. Sovereignty requires more than research. It requires procurement, qualification and control of critical IP and supply chains.
